T
his year marks the 20th anniversary of the
National Capital Region’s Top Employers, an
editorial project that recognizes the organizations that lead their peers in offering the
best workplaces in the nation’s capital. When
we launched the project, public sector employers
dominated the employment landscape in the Ottawa
metropolitan area, with just a sprinkling of technology
jobs across the private sector.
Today, however, the region has blossomed into the
highest concentration of technology talent in North
America, at 13.3% of the workforce. This is higher than San
Francisco, Seattle, New York, Washington or Toronto –
and, most importantly, has created significant competition
among the region’s employers to attract and retain highly
trained employees.
At the same time, Ottawa also holds the distinction of
having Canada’s highest concentration of residents with
post-secondary education, at 63.7 per cent of the overall
population. The city’s highly educated labour force has
prompted employers to raise the bar when it comes to
creating attractive workplace benefits and progressive
human resource policies.
The region’s immense growth in technology employers
has increased private sector employment, which now
employs one-in-seven residents, compared to one-in-five
for the public sector. This has caused public sector
employers to adapt the best workplace programs and
initiatives from the private sector to remain competitive.
For their part, the region’s private sector employers have
been assiduous in borrowing the best programs from
public sector employers. From progressive maternity and
parental leave top-up to pension and retirement assistance, private sector employers in the region have been
catching up quickly.
In the pages of this year’s announcement magazine,
you’ll see the results of this healthy competition. Our
editors have gone the extra distance to shine a light on
best practices among the region’s leading employers. The
initiatives we like to write about most are the ones that
require imagination and innovative thinking more than
big budgets — programs any employer can adopt.
We’ve also made a special effort to include on this year’s
list the best of the region’s smaller employers, including
non-profit associations. Over the years, we’ve noticed that
innovations often first appear among smaller employers,
then percolate to larger workplaces once they’ve proved
their worth and value to employees.
This morning, our editorial team released their detailed
reasons for selection, explaining why each of the winners
was chosen, which are summarized in this magazine. I
